Install added packages already listed in the metadata file

Currently if you huak add some-package and some-package is already listed in the metadata file (pyproject.toml), it won’t install it to the Python environment (venv).

Undecided on whether this should occur even if no venv is found, but I’ll document this issue anyway until a decision is made.
