外部程序标签页功能不正常

测试环境：win7 64Bit Chromium-Continuous 64Bit

1）试着在启动时和退出后运行各添加了一个批处理，测试结�
��为两个批处理都在启动时运行了。
2）试着单独在启动时运行里添加一个应用，测试结果为启动�
��软件后（chrome和该应用），添加在启动时运行的应用启动后
自动关闭。
