Background: Within the TAG App Delivery we are seeing more and more interest and need to help define the proper way for Cloud Native App Development, see https://github.com/cncf/tag-app-delivery/issues/588. As a result, we have been working on a charter and started to define possible activities and deliverables for an App Development WG under the TAG.

Action requested: Please provide your feedback and approval on the proposed group and its charter via this PR https://github.com/cncf/tag-app-delivery/pull/638 We would also like the TOC to approve @salaboy @danieloh30 and @ThomasVitale as WG Co-Chairs

A 👍 on that issue or in a reply there would be really helpful! Approval and merge of that PR will be the official inauguration of WG App Development.
