Add cncf and cncf-tags orgs to Devstats

Following up on https://github.com/cncf/toc/issues/1098#issuecomment-1609741642 and https://github.com/cncf/toc/issues/1127#issuecomment-1654751671, it would be great if we could add the cncf and cncf-tags GitHub orgs to devstats to:

• Measure and recognize contributions from TAG members
• Provide TAG leadership into visibility of how the repos for their TAG are doing in the cncf-tags GitHub org
• Evaluate which repos are inactive and should likely be considered for archival
• Evaluate overall TAG activity

@krook can you ensure the LFX Insights team has this on their roadmap for LFX Insights v3

Not quite sure what is the action item here. DevStats already tracks the cncf GitHub org under https://cncf.teststats.cncf.io - should I also add cncf-tags (https://github.com/cncf-tags) to be tracked here, or is this a task specific to Insights?

Revisiting this issue with an update:

Insights

• All of the CNCF org repos are tracked in Insights here. Reports can be pulled for individual repos, for example, the TOC repo.
• Insights had, and still has, a limitation in adding multiple orgs for a project, so the TAGs repo could not be added to the CNCF dashboard. There's a further limitation in that "TAGs" is not a "project" at the LF so it doesn't have its own formation date and status separate from the CNCF. If/when we can work around this limitation we can add it.

DevStats

• As @lukaszgryglicki mentioned, the CNCF org is in DevStats.
• And this report tracks the TOC repo specifically based on this request.
• I do think @lukaszgryglicki should add https://github.com/cncf-tags to DevStats as well.
