Publish techdocs repo content as Docusaurus website
This repo was originally created to provide some information about tech docs office hours. It is growing to be more than that. In particular, we're started assembling documentation. Might we consider publishing the docs via a website, possibly a subdomain of cncf.io, say techdocs.cncf.io -- as is done for contributor information at contribute.cncf.io?
~We could, by this effort, validate the use of the hugo-netlify-starter for small projects.~

/cc @krook @nate-double-u - we should discuss this either during today's meeting or soon. At a minimum, we could publish this under GH pages.
My thoughts:
- Yes, contribute.cncf.io and the carve out we have on it for maintainers should be the single stop for projects to find what's available for them, including services and meetings (which we are trying to draw more folks to).
- But it does make sense to have docs as their own full minisite that is linked to from contribute.cncf.io, if it doesn't fit well into the contribute.cncf.io site structure.
- We need to have a team discussion with @nate-double-u, @jeefy, and @castrojo to agree on an approach so we don't cause site sprawl.
