[Action] Describe importance of datacenter location / physical infrastructure decisions

Description

While we do not want to focus too much on spacial shifting of Kubernetes workloads in our best practices collection, we recognize it is only natural to consider where Kubernetes clusters run within a cloud context, since different cloud regions will have a different carbon intensity.

Thus, we want our best practices to contain a short summary of:

• what's carbon intensity,
• how to figure out your region's carbon intensity,
• how to go about changing your cloud region,
• what are the potential carbon savings,
• anything else that's important here?

Consider referring to already existing information on the subject.

Outcome

A recommendation in our working document that addresses this.

• [ ] share it for review, implement feedback.
