Create RELEASE.md template

One thing that the TOC suggests for projects is having clear documentation on their release process and its roles. However, we need good templates and examples for this. So create a RELEASE.md template, with documentation.

Hey @jberkus , I saw this on the WG Governance agenda as needing help. I'd like to help out & needed a few details to proceed.

  • From what you've mentioned above, my understanding of this issue is that it could be split into two chunks - one actually coming with up a release.md, the second would be to socialise it with a document on the website. The socialising document would be advisory in nature and would reference the release.md per #536. Is this in alignment with what you're expecting?
    • If yes, where would release.md be placed?
    • If no, please could you clarify what would be expected?
  • In the template, would it suffice to outline the below topics?
    • Scope of the release such as deliverables, collaborators etc.
    • Roles & organisational management
