Develop advice for recruiting maintainers from other companies

The biggest ask from projects from Contributor Growth WG is how they can meet the CNCF requirement for maintainers from multiple companies. We need to develop concrete actionable advice for projects to use to recruit people who are in a position to become maintainers without a reasonable timeframe.
