Re-enable `languages.fr` + Translate in French the Platforms Glossary

I did a quick run around the preview deploy and can confirm the site seems to be operating as expected and I see the newly translated glossary! Thanks to everyone who helped with the translation and very excited to welcome French to our growing list of languages!
