Create LFX Mentoring administration guide

Create LFX Mentoring administration guide similar to mentoring-wg/gsoc-org-admin-guide.md which would have:

• Admin responsibilities
• Program checklists & timelines
• Project idea proposal review guidelines
• New semester planning (what makes a good set of dates for an LFX term)
• etc.

I would wait until non-CNCF-staff is able to be admins on LFX platform. Otherwise it is a document for yourself only Nate.

It may be worth going through the process to see what is able to be shared even with the constraints on LFX Platform access.
