short license identifiers

Consider having CNCF projects adopt SPDX style short license identifiers

SPDX-License-Identifier: Apache-2.0

We could potentially make this a graduation requirement, but not sure what the TOC will think.

@caniszczyk can we close this? Or is there something else that still needs to be done in terms of a policy that needs to be in place?
