Update code of conduct translation (zh-tw) and change zh.md to zh-cn.md

This translation is based on the existing Traditional Chinese version 1.4 of the Contributor Covenant, available at:

I would guess it is because people are focused on KubeCon next week and haven't had time to look at it yet.
