Submit initial provider-equinix-metal conformance results

Hi!

The Equinix Metal (formerly Packet) Provider was one of the first out-of-tree providers for Crossplane. We would like to add more resources to the provider and keep the provider healthy with confidence that the approaches we are taking abide by the expectations of Crossplane users. We would like our provider to stay in line and compatible with new Crossplane releases.

With that stated goal, we would like to see https://github.com/packethost/crossplane-provider-equinix-metal become one of the first Crossplane providers to bear the certification logo.

This is a tracking issue to submit the initial test results and provide feedback on the conformance test suite.
