Create 'automated builds' on docker hub for packet_api and 'deploy' containers

For ease of use we should not be walking people through building docker images for no good reason. Projects should be created and web hooks installed to build cnfs/tools/deploy and its prerequisite FROM (once its renamed properly) cnfs/tools/packet_api
