Create standard location for "announcements" to be read at the top of every show

We should have a central markdown file (this repo is probably fine for it) that contains the script that should be read at the beginning of each show. This would always include the CNCF disclaimer, but we could insert channel announcements in it (example: "we will be taking next week off", etc)

all hosts should always read directly from this, to ensure that it's always correct.

I will take ownership of creating this per @danpopSD lol

This can be added to the countdown timer ( 2:00, then disclaimer, then throw to show ) or a second video to be played after the timer, for those who don't want to read it out every time.

Question: any big concern with making this a markdown file in this repo? it would make edits a little tougher (PR/commit vs just live editing in google doc). Or maybe we just keep in a google doc that is updated (which is sorta what we are doing now)
