Description of the bug

Regular glass sheets cannot be used to put a pane of glass in a window. Regular glass windows exist at roundstart, but cannot be created.

Reinforced glass, however, can be used for this purpose. This bug has existed for many years.

What's the difference with what should have happened?

Regular glass sheets should create a window in a window frame.

How do we reproduce this bug?

1. Construct a window frame (or use a pre-spawned one, no difference)
2. Try to use a stack of glass sheets on it
