Description of the bug
On White Antre Research facility, there's a roof that has "hull" tiles you can climb onto, but also roof tiles, that if you try to walk onto, you start spinning as it tries to throw you off.
What's the difference with what should have happened?
You should either not be allowed to climb on the roof, or able to walk on the roof, the spinning thing is silly.
How do we reproduce this bug?
- White Antre map
- Find the roof
- try walking onto "roof" tiles and it will try to throw you off.

This issue is caused by a mix of tile types on the building roof in the White Antre map:
/turf/open/floor/almayer/outerhull- "hull" tiles that are walkable/turf/open/slippery/roof- "roof" tiles that have slippery behavior and try to throw the player off
The fix would be to make the roof tiles consistent - either all walkable hull tiles or all slippery roof tiles. Since players can already climb up to the roof via the hull tiles, the most sensible fix would be to replace the slippery roof tiles with hull tiles so the entire roof is walkable.
Note: This map is currently in PR #10611 and hasn't been merged to master yet. The fix should either be applied to that PR or submitted as a follow-up PR once the map is merged.
