Xeno inactivity warning + Don't offer lesser/huggers

About the pull request

This PR is a follow up to #11056 doing a few things:

Xenos that can be taken over get a warning in chat (and evolve sfx) when they're soon to be available to be taken over (30s - the same time they're listed as afk)
Lessers and Huggers are no longer offered to take over (both would fail with prior changes: gibbing/conversion respectively)
Cleaned up ctrl click code (largely the logic to handle taking over a specific xeno)

Explain why it's good for the game

Feedback was reported that they want warning that this is happening, and lessers/facehugger takeover wasn't even working anymore.
