tW Run3 with DR/DS variations

Hi,

This PR includes the cards for Run3 tW production. The cards are prepared for Run3 DR (istr = 1), and a script for generating the cards for different values of istr is also provided. This inherits directly from Run2, the only thing that changed is the center of mass energy in the run card.
