Topological Trigger - Emulator for L1 Menu parsing added

PR description:

This PR adds for the topological trigger for the L1 Menu parsing

PR main changes:

new:

  • TOPOConditions.h and TOPOConditions.cc running the model inference
  • TOPOTemplate.h auxiliary definitions (just as for AXO and CICADA)

changed:

  • TOPO added to menu parsing

PR validation:

To be done, hence PR draft only
