Check pat::Muon 3D impact parameter computation

When fixing several definitions in the 2D IP for muons (#28753) , the question arose on whether the 3D IP information can be taken directly from the track:

If changed, on top of higher consistency with the tracks, this would avoid usage of IPTools inside the patmuon producer, which should reduce its cpu load.

Created issue to track the question while we examine whether track/IPTools estimations are indeed compatible
