Unit tests for process_pr script
Replaces #2193. I will squash all commits once the PR is ready to be merged.

@smuzaffar @aandvalenzuela the core of this PR is ready, just need to prepare data for one more test (detection of backdated commit) and write github action to run this test suite.
The tests are somewhat fragile: if the mapping between file and category, or category and watchers is changed, the tests will fail, since they expect the exact comment text to match.
