0.3.11 breaking `j2` usage of ENV vars in `docker-compose up`

Confirming this as well. I have an entire fleet of containers that won't build now. Same use case as @ElijahLynn.

I'd like to add that this is a showstopper for ECR vuln scanning adoption. There are just times the CVEs aren't relevant (vuln kern package in an ubuntu docker container)...
