Conan centre package is a mess, fix it with v1.4.0 update

Take the changes in this PR: https://github.com/conan-io/conan-center-index/pull/17308, fix it and update it to carry v1.4.0 package version.

Also create a Conan equivalent to vcpkg_package_updater.sh based on these changes, and update merge_checker.yml to use it.
