Stg/chorus strato updates

I have added basic (m)TLSsupport to chorctl and the grpc mgmt API and created some fixes and (what I hope are) improvements concerning custom destination buckets.

All changes are tested and work well in our setup.

My employer is fine with sending patches upstream but whats a copyright notice to be added. Since I have not found any references to contributors in chorus so far, I have just added an additional (c) line to files that I have touched.

Some files are missing a license statement altogether. I have not added one there.

If you want to handle contributors in a different way, I am fine with that. As long as out contribution is clearly visible.
