Create a community moderator user role for moderating user annotations and media submissions to be made public

The community moderator role will need access to the meteor-admin package for editing user submissions of annotations and related media that they upload. Annotations and related media will not be made public until a community moderator approves them.

Users will become community moderators by being appointed by a site administrator.
