UI for selecting a project profile from the metadata registry

The new UI would be presented to the user on the "Join the round" view.

It would present the options to

1. Search and select an existing project profile from the metadata registry -> search options: project name, timestamp, owner
2. Manually enter the project profile just like the current flow

There may need to be a warning message on the "review your information" page of the "Join the round" flow if there's issue loading the selected project profile; advising users to manually update the information.
