Prevent removed projects from receiving matching funding

It's probably not necessary but we can solve it by asking Owner to provide voting results for all projects removed during the round. Then we can adjust the value of totalVotes and keep the allocation fair. The _tallyResult will be set to 0 so the allocated amount can be calculated as _spent * voiceCreditFactor.
