tcp mode can't work

when i installed git package from https://github.com/janeforvps/ShadowVPN-with-TCP

and start the shadowvpn with tcp mode

ps -ef there is shadowvpn -c /etc/shadowvpn/server.conf -s start -t -q 0

but netstat -an i can't see 1123 port is listenning by any process

no process is listenning the port 1123

anything wrong?
