Rationalize tab headers on RHS in new UI

The “Raise Hand” icon appears twice (neither in a very intuitive place, to me — I’d put it just once, somewhere down near the message composition area).

Also, the space between the “All your chats” and “Who’s here” icons and the Chat/RaiseHand icons also suggests that they are a different sort of thing. I would remove the space.

Luke's ongoing work around the Chat UX (in Axure) has made this obsolete. It's not solved in production yet but we have designs with this issue fixed.
