Add live filler video generation

It would be nice to have a per-conference source that was constantly blasting out a live filler video feed (as RTMP). This could contain information like:

  • A custom video background
  • Slides with current announcements or sponsor logos
  • Upcoming and ongoing events in all rooms

This is somewhat inspired by Ben's Wowza-based streaming implementation at SPLASH'20.

This would look much more professional and dynamic than a static filler video. It would also help eliminate the need for organisers to put together their own filler video.
