Admin / user-defined flairs

Create an admin interface for specifying flair/tags. Allow users to pick up to 2 (?) tags to be displayed next to their name on their "virtual badge"

CSCW had some debate over this as custom flairs leaves the system open to abuse. Unsure what we should do.
