Private conversations created from text chat should be Ephemeral

If you click on the camera-+ icon in a chat to spin off a new private room for a conversation, the room should be created in Ephemeral mode, not Persistent.

However, the fact that only one person at ICFP seems to have created a room in this way -- and that person was following BCP's instructions! -- suggests that this feature is not obvious to people! We should make it easier to find -- at a minimum, choose a more intuitive icon for it.

We lost the "Create video room from text chat" feature in the new UI - we should add that back in.
