WIP: Patch/bric - build to wasm32-wasi target

Motivation

• allow user to perform encoding / decoding of thrift messages on their end
• allow building volo-thrift to wasm32-target

Solution

• use alternative libraries or feature flags to allow building to wasm32-wasi target
• make some encoding / decoding methods public by default

To test yourself: cargo build --package volo-thrift --target wasm32-wasi
