"packed_simd" cause compile error, pls update sonic-rs to 0.3.x

Sonic-rs 0.1.x, 0.2.x has a dependency packed_simd.

If there is a compile error, *please update sonic-rs to 0.3.x at least and 0.3.x has supported stable Rust version.
