troposphere.Join unintentionally strips out double quotes

I have a case where I am adding an userdata script that is writing a json file content via cloud-init. The json needs the double quotes but what results is the Join statement stripping it out. It is then passed to a troposphere.Join but the quotes get mangled by encode_to_dict
