Describe the Feature

Terraform to wait for the service to reach a steady state (like aws ecs wait services-stable) before continuing

Expected Behavior

Terraform to fail if a steady state is not reached

Use Case

Currently terraform will complete successfully, even though the service task may not start properly. Adding this variable will allow terraform to error if a steady state is not reached

Describe Ideal Solution

Terraform will error if a steady state is not reached

Alternatives Considered

A separate terraform/aws cli job will need to loop until steady state is reached
