Make the smartShutdownTimeout flag assignable in helm

We have recently had the need to set the smartShutdownTimeout, stopDelay, startDeplay and switchoverDelay in the cluster spec to a different value than the default it was not possible to set it in the chart. We would like to request for that feature

Example solution:

values.yaml

 .... 
cluster:
.....
    smartShutdownTimeout: 60
    stopDelay: 1800
    startDelay: 1800
    switchoverDelay: 20
