Reg: Retry Interval

How do i specify the Retry interval to 50 secs. As My bootstrapping fails stating the error as Machine was still in build state. I ran the bootstrapping command in verbose mode setting the number of retries to 99. But it still fails.Can you please help me in this issue.I have attached the Blueprint file and the input file. Blueprint File.zip
