Git Guide: Add section on new repo config

Add a small section on how to configure a new repo, including:

• disable wikis, forking, projects
• enable read-only analysis & vulnerability alerts
• add design & dev team with admin access (is that right, or should we make an admin team?)
• enable master branch protection to require PR approvals
• add PR template
