For some reason redeploy fix that

there was migration db error

@frodenas Grafana First deploy or stemcell updates fails on lvl=eror msg="Server shutdown" logger=server reason="Service init failed: Migration failed err: dial tcp db_postgres:5432: connect: connection refused"

database job started later than grafana that case such issue, can we add some drain or prestart script, that will wait for DB job started?
