Support for Loggregator v2 Deterministic Routing

Somewhat related to https://github.com/cloudfoundry/cf-java-client/issues/851 but I thought this deserved a different issue.

The Loggregator team is moving fast with v2. They've recently added support for deterministic routing of metrics. Something useful to me: https://github.com/cloudfoundry/loggregator-release/issues/348
