I'd like to be able to push a Staticfile app

The paketo staticfile buildpack is not yet ready for prime time. A good indication for it being ready is the repo moving from paketo-community github org into paketo-buildpacks. We want https://github.com/paketo-community/staticfile to no longer exist and we want https://github.com/paketo-buildpacks/staticfile to exist

In its beta state, we attempted to integrate it into cf-for-k8s in Nov 2020 but we could not yet get it to work. Additional details in this story: https://www.pivotaltracker.com/story/show/175810648
