Investigate if cflinuxfs* CATs runs enough test specs

If you look at the CATs tests we run on cflinuxfs* pipelines, we are running about 78 out of 235 Specs specs. See example - https://buildpacks.ci.cf-app.com/teams/core-deps/pipelines/cflinuxfs3/jobs/cats/builds/452#L63df95a0:105. Investigate why we're only running 78 and if we can run more test specs.
