Update PHP module script when Cflinuxfs3 is deprecated

Recently, for Cflinuxfs4, we updated the location of the PHP extension YAML files in our binary builder code to https://github.com/cloudfoundry/buildpacks-ci/tree/master/tasks/build-binary-new-cflinuxfs4/php_extensions.

In order to make the scripts work with the new file locations, we will need to update the following files:

• scripts/php-modules
• tasks/check-for-latest-php-module-versions

Blocked

We should not make this change until Cflinuxfs3 is deprecated, as the PHP extension bump scripts will continue to work with the version of the extension files that are in the original location.
