Set up automation that creates issues to include new dependency releases when they are available

Background

Move tracking new versions of dependencies (of currently watched version lines) from a private tracker project to public CF Buildpacks Workstreams board

Current Pipeline -> Task

E.g. tracker story https://www.pivotaltracker.com/story/show/184196877

Proposal: Keep the concourse pipeline job, but the task should create an issue on the cloudfoundry/buildpacks-ci repo, and add it to the "New Versions" workstream on the CF Buildpacks Workstreams board. (We can't move the trigger from concourse to GHA at this moment because the pipeline is on concourse and is attached to each dependency not a buildpack)
