Release updated Fissile

Is your feature request related to a problem? Please describe. The most recent version of Fissile (https://github.com/cloudfoundry-incubator/fissile) is 7.0, dating back to 2018 September. As more people start using v3, Fissile is also seeing more activity but develop is being consumed as the release stagnates.

Describe the solution you'd like Cut a 8.0 and include version history. (Though this could belong on a Fissile board, we'll track here since there will be ripple effects for v3.)
