bosh-gen new does not create bucket in another region; nor setup config/final.yml

I specified eu-central-1 as the region for the bucket, but:

  • [ ] config/final.yml did not specify region: eu-central-1
  • [ ] bucket was actually created in us-east-1 - I think this needs fixing in https://github.com/cloudfoundry-community/cyoi
