We should add a CONTRIBUTING.md guide to play nicely with the OSS ecosystem and make it easier for contributors looking to become involved.

Hello @toidiu, I recently discovered Quiche and find it really interesting. I'm working on getting it to run locally and will document the setup steps as I go. I'd be happy to put together a CONTRIBUTING.md to help others get started. Would you like me to open a draft PR with my notes once I am done? Happy to contribute :)
