feat: Docker buildx bake for debian and alpine

Building Debian images:

$ docker buildx bake pingora-debian

Building Alpine images:

$ docker buildx bake pingora-alpine

This is really interesting, but I don't think it makes sense to include in the repo. I think we could include this as part of a discussion or issue.
